While on the Background & Settings page, you can click on Blur under Virtual Backgrounds tab to apply Blur effect. I'm using the most recent version on Ubuntu, and I see the option to 'Blur My Background', but with it enabled, the video doesn't. It looks like it was adding in version 5.10, although it still appears to be a little buggy. You can also click on the arrow next to Stop Video and then click on Choose Virtual Background option and you will land on the Background & Effects settings page. By all accounts it doesn't look as though this option is available on Linux clients but you could ask the Zoom Help Center.
